Membership is open to any resident of the province of Quebec, age fifty-five (55) and over who is willing to abide by the Rules of The Council and who accepts its aims and objectives as well as is interested in furthering same.

There are four (4) categories of members:

(a) General Member;
(b) Lifetime Member;
(c) Honorary Member; and
(d) Organization Member.

a. General Membership is open to any resident of the province of Quebec, aged fifty-five (55) and over. General Members may speak, make motions and vote at general meetings

b. Lifetime Membership is bestowed when a member attains eighty (80) years of age. A member with Lifetime Membership pays no annual dues.

c. Honorary Membership is open to—and bestowed upon persons who have rendered outstanding service to The Council or to Quebec’s Black and West Indian/Caribbean community. Honorary Members pay no annual dues. Honorary members may speak, but neither vote nor make motions at general meetings.

d. Organization Membership is open to any group or organization that adheres to the policies and mission of The Council. Organization membership pay annual dues and have the right to speak at general meetings.
